Cabinet approves draft law to regulate postal services

Doha: The Cabinet, which met yesterday with Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani in the chair, approved a draft law on the regulation of postal services under which all postal services and service providers shall be subjected to the provisions of this law, and no person shall provide a postal service until obtaining a licence. 

The Ministry of Transport and Communications and the Communications Regulatory Authority (CRA) had prepared the draft law to develop the postal sector in Qatar. 

Under the terms of the draft law, all postal services and service providers shall be subjected to the provisions of this law, and no person shall provide a postal service until obtaining a license. The CRA is one to determine the required conditions and procedures to be followed in order to obtain the license.

The draft included provisions to draw up the terms of reference, post authorizations, postal services and materials, obligations and responsibilities of service providers, prices of postal services, accounting system, confidentiality of postal materials, competition, access and provision of information, inspection, disputes and administrative sanctions.

Moreover, the Cabinet approved a proposal of the Ministry of Transport and Communications to open a permanent office of the State of Qatar at the International Maritime Organization (IMO) at its headquarters in London. 

Following the meeting held at its seat at the Amiri Diwan, Minister of Justice and Acting Minister of State for Cabinet Affairs H E Dr Hassan bin Lahdan Al Hassan Al Mohannadi stated that the Cabinet reviewed topics on its meeting’s agenda as following:

The Cabinet took the necessary measures to issue a draft law amending some provisions of Law No. 15 for 2002 on civil aviation, after it reviewed the recommendation of the Advisory Council on the draft law. 

This amendment comes within the framework of updating the law in accordance with the requirements of the International Civil Aviation Organisation (ICAO) and the provisions of the Convention on International Civil Aviation.

The Cabinet also approved a draft law amending some provisions of Law No. 28 of 2004 on the standards of training, leave and rotation for seafarers.

It also approved the proposal of the Ministry of Economy and Commerce to extend the period of  status regularization in accordance with the provisions of Law No. 20 of 2014 amending some provisions of Law No. 25 of 2005 concerning the Commercial Register, Law No. 5 of 2015 regarding commercial, industrial and similar public shops and street vendors, and Law No. 11 of 2015 on the commercial companies law.

The Cabinet also approved holding a conference organized by the International Civil Aviation Organization (ICAO), in cooperation with Qatar Aeronautical College, on the aviation training programs in Doha from December 10 to 12, 2018.

It also took the necessary measures to sign and ratify the statute of the Arab Environment Facility (AEF), and the necessary measures to necessary measures to ratify an agreement on mutual cancellation of visa requirements between the Government of the State of Qatar and the Council of Ministers of Ukraine.

The Cabinet also approved the following: Draft agreement between the Government of the State of Qatar and the Government of the Republic of India on the avoidance of double taxation and the prevention of fiscal evasion with regard to income taxes. Draft agreement between the Government of the State of Qatar and the Government of the Republic of Tajikistan on the regulation manpower in the State of Qatar.

Draft agreement between the Government of the State of Qatar and the Government of the Republic of Azerbaijan on the regulation of the employment of Azerbaijani workers in the State of Qatar. Draft agreement on cooperation in the field of sport between the Government of the State of Qatar and the Government of Mongolia.

Draft Memorandum of Understanding (MoU) to cooperate in the field of waste treatment between the Minister of Municipality and Environment in the State of Qatar and the Ministry of Environment in Japan.

Draft Memorandum of Understanding (MoU) to cooperate in the field of environment between the Ministry of Municipality and Environment in the State of Qatar and the Ministry of Environment and Natural Resources in El Salvador.

The Cabinet then reviewed the letter of H E the Minister of Economy and Commerce on a report regarding the participation in the Hannover international industrial fair (Hannover Messe) in the Federal Republic of Germany in April 2018, and the letter of the Ministry of Public Health on the final report on health certificates for foodstuffs, and took the appropriate decision thereon.
